Can anybody tell me how many amps the temp gauge is so I can get a resistor size worked out to reduce the too high a voltage going through it?

Or can you tell me why the volts are too high - I don't have a voltage regulator.

i think you do need an instrument voltage regulator. (not a dynamo voltage regulator)
